Ethical Leadership and Effective Management

HEART is committed to strong governance, accountability, and transparency in all aspects of its work. Its organizational framework ensures clear separation between governance, oversight, and executive management in line with internationally recognized humanitarian and accountability standards.
Governance Level
- General Assembly: The highest governing body, responsible for approving organizational policies, setting strategic direction and electing the Board of Directors (BoDs).
- Board of Directors: Provides strategic oversight, policy guidance and ensures institutional compliance with good governance principles. The Board does not engage in day-to-day operations, maintaining its focus on long-term vision and accountability.
- Oversight & Audit Committee An independent body tasked with financial oversight, compliance, risk management and ethical conduct. The committee reports directly to the Board of Directors and/or the General Assembly, ensuring transparency and integrity in organizational performance.
Executive Management Level
HEART’s executive management is led by the Executive Director (CEO), who reports to the Board of Directors and provides overall leadership, strategic direction, operational oversight, and external representation, while ensuring compliance with humanitarian principles, safeguarding policies, and the Code of Conduct.
The Country Director (CD) reports to the CEO and manages country-level operations and program implementation, ensuring effective coordination with UN agencies, government authorities, and national and local partners, in line with organizational strategies and humanitarian standards.
Under the leadership of the CEO and CD, specialized operational units support effective program delivery and accountability, including Programs & Technical, Finance & Administration, MEAL & Accountability, and Logistics & Operations Support. A dedicated Safeguarding & PSEA Focal Point ensures ethical compliance and protection standards, with direct access to senior management.
Cross-Cutting Commitments
Across all programs and operations, HEART integrates core commitments that guide its humanitarian action, including gender equality and inclusion, accountability to affected populations (AAP), and a strong Do No Harm approach. The organization aligns its work with the Sustainable Development Goals (SDGs)—particularly Goals 3 (Health), 4 (Education), 5 (Gender Equality), and 17 (Partnerships)—and applies robust Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to ensure quality, learning, and continuous improvement.
